NUCA NJ Fights Harmful PLA Mandate

At a recent meeting of the Senate Labor Committee, NUCA NJ provided testimony opposing a bill that would require Project Labor Agreements on all public works projects over $5 million. In short, our Association argued that PLAs take away the contractor’s ability to control its workforce and to live up to the bargains made with the unions that traditionally perform the work. They also cause unions to cannibalize the work of other unions, while at the same time bringing additional workers on the jobsite, inflating the overall costs to the taxpayers. The bill has not moved further along in the legislative process and will be closely monitored.
